Banks, finance companies, and licensed money lenders

How a Hong Kong bank differs from a licensed money lender, and why “finance company” is only a nickname. China Prestige Capital is licence 1848/2025, not a bank.

A bank can do what a money lender cannot

A bank may take deposits and carry on banking business. A licensed money lender lends under the Money Lenders Ordinance, must not take deposits, and is not a bank. China Prestige Capital, licence 1848/2025, is not an SFC-licensed corporation and does not provide securities or asset management. The poster line about investment management is artwork.

We cannot open a bank account, provide a bank mortgage, or offer a bank tax-loan plan or credit-card balance transfer. You may enquire about a second mortgage, an owner loan, or a personal loan. An enquiry is not an approval.

“Finance company” is usually just speech

In Hong Kong the nickname often means a licensed money lender, and sometimes it is mixed with an unlicensed lender or a broker. The name is not enough. Check the money-lender licence number, and verify the hotline by dialling it yourself. Unlicensed lending sits outside the licence conditions, and the APR may be outside what the law will enforce.

Our number can be checked in the header, the footer, and the about page. The office is Flat 2701, Island Centre, 470 Reclamation Street, Mong Kok. The name should be 中國駿匯資本 or China Prestige Capital. If those do not match, do not treat the firm as ours.

A bank refusal starts a new review

A bank may decline a personal loan or a further advance because of income, a stress test, a credit record, or its own policy. A licensed money lender uses different criteria, so an enquiry can still be made. Different does not mean approved, and a looser-sounding standard is not automatically in your interest. A loan you cannot pay is worse than the bank’s refusal.

Compare APR, total repayment, fees, term, and whether there is security. A smaller monthly figure can hide total interest and the risk of losing the flat. A money lender’s APR must not exceed 48%. That is a ceiling, not a quote.

The contracts and the complaint lines differ

A bank mortgage, a bank personal loan, and a money-lender loan are different contracts. Money-lender advertising has to show the warning: you have to repay your loans, and you should not pay intermediaries. For this firm, call 3622 2934 or email cs@cpc-credit.com. A bank hotline cannot rewrite our loan, and ours cannot rewrite the bank’s.

Before there is writing, neither side’s spoken introduction is a contract. Do not pay a fee because “the bank said no and the finance company is faster”.

Choose the security before you choose the institution

If you want a bank mortgage or a remortgage, ask a bank. If you will not charge the flat, ask about a personal loan. If you accept security over the flat, ask about an owner loan or a second mortgage and give the address. The type of institution does not replace that choice.

Whoever you ask, work out repayment yourself first. If the result is already tight, do not borrow.
