HOS, subsidised flats, and public rental housing
Hong Kong subsidised sale flats and public rental units often have assignment, mortgage, and premium limits. China Prestige Capital does not promise a cash-out on them.
Subsidised housing is not an ordinary private flat
Home Ownership Scheme flats, Green Form Subsidised Home Ownership, Sandwich Class Housing, Tenant Purchase Scheme flats, and other flats sold by the Housing Authority or Housing Society often carry assignment limits, a premium, and consent requirements for a mortgage or further charge. The limit depends on your flat and the scheme terms. A neighbour’s experience is not a substitute.
A tenant of a public rental flat is not the owner. Without ownership, the flat cannot be offered as the tenant’s security for an owner loan or a second mortgage. Treat any claim that a public rental flat can be cashed out as untrue, and stop.
Do not enquire about a cash-out before you know the limit
Long residence does not remove an unpaid premium, or a need for consent from the Housing Authority, the Housing Society, or another body before a charge. Signing without a consent the scheme requires can breach the terms and stop the arrangement from working as you expected.
China Prestige Capital does not promise to accept subsidised-housing enquiries, and does not help bypass a premium, an assignment restriction, or a consent. Read your own assignment, permit, and housing-body papers, and ask an independent solicitor. This article cannot judge your flat.
An existing bank mortgage does not lift the restriction
Many subsidised flats were bought with a bank mortgage that itself needed consent. A later second mortgage or further advance may need consent again. Consent to the first mortgage is not consent by everyone to a second charge.
Do not read “there is already a mortgage” as “another charge will be allowed”. Priority, consent, and premium are three different things.
A personal loan should not use the flat as bait
If you are not sure the flat can be charged, and you do not want to involve it, discuss only a personal loan and do not offer the flat as security on the form. A personal loan still tests repayment ability. Living in an HOS flat does not approve it.
Do not ask a broker to hide the type of flat. If the documents later cannot be completed, you may already have paid someone. You have to repay your loans. Don’t pay any intermediaries.
Check the papers and the hotline
Social-media advertisements for HOS cash-out or public-housing loans are often tied to an advance fee. A picture of a licence number is not enough. Type cpc-credit.com yourself, or call 3622 2934, and ask whether this firm deals with that kind of property. Before written confirmation, the answer is not an approval.
If the housing body says the flat cannot be charged, stop that enquiry. A convenient address and an advertising phrase do not rewrite the restriction.
