Owner loan and personal loan: the difference
How a Hong Kong owner loan, which looks at property, differs from an unsecured personal loan, and why the two enquiries are not interchangeable.
The difference is the security
An owner loan is for an owner of Hong Kong property. The review includes the property and, in practice, security over it. A personal loan does not use the property as security. It looks at income, existing debt, and repayment ability. Both can be asked of a licensed money lender. The risks are not the same.
Serious default on a secured loan can lead to enforcement and a sale. An unsecured personal loan does not charge a specific flat, but the debt still has to be repaid. Choose by whether you can repay, not by which product sounds easier to obtain.
An owner loan looks at the flat and the person
Owning property is only the starting point. Staff still need the address, the title, any existing mortgage, the value margin, and whether the monthly payment is affordable. A high valuation does not produce a promised amount. Vacancy, a short lease, a title dispute, or uneven income can change the review.
If the flat already has a bank mortgage, a further secured enquiry is close to a second mortgage and must count the first-mortgage balance. Put the address on the form. Without it, a secured enquiry cannot be assessed properly.
A personal loan rests on repayment ability
A personal-loan enquiry does not ask you to charge a flat. The amount and rate are still individual. Staff may ask about income, existing instalments, and the general purpose. Being an owner does not convert a personal loan into an owner loan, and we will not write the flat into the arrangement unless you agree to security.
Unsecured does not mean a low bar or a certain approval. If existing debt already takes most of your income, another personal loan may be too heavy. The responsible step is a smaller amount, or no enquiry, not a broker who promises approval.
The APR cap applies to both
Owner loans, second mortgages, and personal loans all stay within an APR of 48%. That is the statutory ceiling, not the rate we quote you. Your rate is confirmed in writing after assessment. The HK$20,000 example has an APR of 1.15%. It shows a method of calculation. It does not apply to your flat or your income.
Do not compare the products by the monthly figure alone. A secured loan includes the risk of losing the property. An unsecured loan includes the cash-flow burden for the whole term. Either enquiry can be declined.
Pick the right form
If the property is part of the assessment, choose an owner loan or a second mortgage and enter the address. If you will not charge the property, choose a personal loan and leave the address blank. The wrong category makes the enquiry unclear and can make you think you applied for something else.
If you are unsure, call 3622 2934 before you submit. A phone explanation is still not an approval. Do not transfer money to a personal account because someone tells you to.

Under the Money Lenders Ordinance, the APR must not exceed 48%. The HK$20,000 example on this site is illustrative only: monthly flat rate 0.052%, APR 1.15%, 12 months, no handling fee, monthly interest HK$10.4, total repayment HK$20,124.8. Your rate, amount, and term are assessed individually and confirmed in writing.
Sending an enquiry, or reading an article, is not an approval. A second mortgage or owner loan is secured on property. Default may lead to enforcement and sale. Obtain your own legal advice before signing any security document.
